How exactly does the bond market work? If bonds prices are low, should you buy? Are prices low/high now, and would now be a good time to buy? I’m thinking of purchasing a mutual fund which heavily invests in TIPS; would this be a good idea now or not? Please let me know what you think!

I’ve only been trading for a few years and I usually look for stocks that have a low PE and pay a decent dividend. Is this wrong? Are there other factors that are important to look into? (I understand the importance of researching a company before investing, just looking for additional tips on finding good companies to research). Thanks!
I received a cold call from a consultant from a big name mutual company that I’ve invested good amount of money. She says she would like to a portfolio review, and recommend different strategy of investing to reduce risk and volatility.
Well, my way of looking at this is simple. I lost a lot of money by holding U.S. shares, but if I make a switch to other Funds now, it would make it difficult for me to gain back the loss.
Should I listen do the consultant from my mutual company? I’ve never met her. And why is she really trying to make me invest differently? Is it really for me? There HAS TO BE SOMETHING FOR HER.
